Man found shot on Waukegan sidewalk in serious condition, police say

Police said they were dispatched at around 6:45 a.m. Sunday to the area of Lewis and Lydia streets for a report of someone on the ground. Upon arrival, they found a young adult male on a sidewalk with a gunshot wound.
